With all of the new contributions to GeckoView, collisions are happening much more frequently on CHANGELOG.md, making it difficult to queue for landing and also constantly requiring re-basing off of autoland (with sometimes mixed results on build stability).

This bug is a request to improve the ergonomics here by possibly stitching the log entries from separate files. Additionally, there are also collisions on API keys and generation. It might be nice to generate the key at a different time in the process, so API key isn't something committed.

Improving the [api-version] situation may also be dependent on bug 1973759. (Putting it as a see-also, since the scope of this bug might just be fixing the changelog to stitch together for now.)
