As a followup to bug 1972807, we should add a browser test file that verifies handling of conflicts between messages. It would basically show each type of message then confirm that the activeNotifications targeting getter returns true for that surface.

We can extend an existing test with more subtests for the messaging surfaces we're adding (feature callout, spotlight, newtab message, and also the built-in set-to-default startup prompt which is a dialog)
