"Download update" doesn't just download the update, it installs it too.

Steps to reproduce:
I have disabled automatic updates because the process unnecessarily stops the ability to continue work, breaking sessions, requiring work to be redone after the start of an update. I recently received a notification that an update was available for "Download" so I agreed to "download" the update.
Actual results:
The update was both downloaded and installed, once again interrupting work, breaking sessions, and forcing me to redo work.
Expected results:
The update should have been downloaded to be applied upon the next time the browser was launched.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Application Update' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

In theory, this is exactly how this does work. In practice, Bug 1480452 currently gets in the way of this working properly.
