We have to add a new targeting attribute to indicate if Windows Backup is enabled, the logic for which we can copy from this patch (we think it actually tells us if Windows Backup has ever been used).
The value should cache for 4 hours. Maybe the cache can also be cleared when a message executes the forthcoming SMA to open Windows Backup. That can be handled in the separate bug for the SMA, just make sure you set up the cached getter so that it can be externally cleared.
