Steps to repsoruce:

  1. Windows Settings > Accessibility > Visual effects and toggle the "Animation effects" switch to off
  2. Start Firefox
  3. Open and close the Hamburger menu

Actual resyults:
Fade in/out effect slightly when the panel is displayed/hidden.

Expected results:
There should be no fade-in/out effect at all.
