It might be beneficial to upgrade mitmproxy 11.0.0 -> 12.x.x

There have been a lot of changes since 11.0.0.
Better HTTP/2 and QUIC handling, more accurate HAR/flow exports, and some fixes to local capture mode, which is what we might want to look into in Bug 1973522

We use the mitmdump binary, so the Python 3.12+ requirement should not be an issue IIRC, but we should check that first. (Linux likely will still be stuck on 8.1.1 though)
