Once we have the packages moved to the top level (bug 1975509), and the paths updating (bug 1975503), we should add a tier-2 linter for TypeScript across the projects that are currently implementing it. We might also want to wait for bug 1975506, but I think this early linter should allow us to start testing out the full cycle & get feedback before we finish the full setup.
The issues should report as errors, so that they are shown by default when running linters locally.
