Description:
When a Taskbar Tabs windows’ width is reduced past a certain point, the title bar UI elements start overlapping.

Steps to reproduce:

1. Access www.wikipedia.org and click the page action to create a Taskbar Tabs window
2. On the Taskbar Tabs window, click on the “Maximize/Restore” button on the title bar to make the window smaller to be able to grab the edges and reduce its size
3. Reduce the width of the window
4. Observe the title bar UI elements start overlapping after the window reaches a certain width

Actual results:
Title bar UI elements start overlapping when the window reaches a certain width

Expected:
Minimum width should be enforced to ensure title bar UI elements do not overlap when the window width is reduced

Verified as Fixed. Tested on the latest Nightly (142.0a1/20250720210720).

The Taskbar Tab window now has an enforced minimal width ensuring that the title bar UI elements don’t overlap when the window width is reduced.

NOTE: I noticed another partial overlap when other buttons are on the title bar and the window width is reduced. I’m marking this report as Verified Fixed and will file a new one for the secondary issue I observed, linking to this one. Sorry for the omission.
