A resolution was made for csswg-drafts/#12380.

[css-env][css-fonts] New `<meta text-scale>` tag to make UA initial font size respond to OS text scale setting

  • RESOLVED: No longer pursue pem units. Adopt proposed <meta> for opting into adjustable text scale.
