we can have the feature on by default in 142 to get early testing ahead of 141 release experiment, and we'll allow the feature to be discovered in beta 142 as well. release we'll wait on the experiment results tentatively ~4 weeks after 141 release

there might be some tests that need to be updated for this on by default

we did also start rolling out this page summarization in 142 although didn't include progressive rollout message unlike link preview https://www.firefox.com/firefox/142.0/releasenotes
