This issue comes up very frequently. We don't want to modify intl.accept_languages pref (see https://bugzilla.mozilla.org/show_bug.cgi?id=1976220#c6, https://bugzilla.mozilla.org/show_bug.cgi?id=1963545#c9 and https://bugzilla.mozilla.org/show_bug.cgi?id=1869821#c2 (there are probably others))

The patches are actually ready for review but this depends on bug1976220 and I'm not sure when we'll (if ever) land it, so I just put them as WIP in the meantime to not ping other component reviewers because the second patch touches a few files that I think will trigger some component reviewers.
