Request: The Learn More URL, once the page is written, I think needs to be clear (within the first paragraph or so) that this is specifically about navigations/connections/requests to localhost/other IPs in non-public address blocks (and ideally provide some context on the sorts of risks this change is guarding against - I broadly think it's a Good Thing but "apps and services" is so high-level/woolly it didn't really convey much to me when I first saw the permission UI in Nightly for a redirect back to localhost).
