This functionality existed for the toolbar view + menu view.
We need it also for the composable toolbar + composable menu.

bug 1970218 recently added support for highlighting certain menu items. Depending on their highlighted status the menu button should also be highlighted or not.

This is not yet supported for the toolbar/menu button view so it's not an immediate priority/blocker for the composable toolbar.
