Due to a not yet implemented reuse handling in sqlite-vec, the semantic database fragments over time. We should be able to detect that fragmentation and compact the data when it happens.

Due to a bug in the underlying sqlite-vec extension, the semantic history
database can grow unbound, this checks for unused space and compacts it.
