Downloads page should be able to open PDF in browser

STR:
- Download a PDF
- From any tab, click 3-vertical-dots button
- Click Downloads
4.a Selecting the downloaddd PDF will open PDF in default reader.
4.b Selecting the triple dots button doesn't provide "open in browser" option.
I'm not sure what our philosophy is on this, but I was expecting the PDF to be opened by the browser by default or at least provide a way to do so.
Maybe this is on me to change my default PDF reader. But Android is not making this easy. My OS settings doesn't seem to have it as a default app type (pixel 5, android 14) and clearing default app settings and reopening from Google Files doesn't prompt for default app as some online articles suggest.

Thanks for filing this bug! FYI to change the default PDF app type, when opening a PDF without a default PDF app set, a bottom sheet will come up and it will ask you to select an app to open the PDF. You can then select "Just once" or "Always". Pressing "Always" will set the selected app as your default PDF viewer
