In order to improve suggestions, we would like to collect data on the usage of Stock suggestions via telemetry.

Hopefully the only thing to do here is make DynamicSuggestions.getSuggestionTelemetryType() return the right type for realtime opt-in suggestions. For the new split button menu commands, UrlbarController already automatically records the engagement selType so that should be good.
