197932 - Can't change filter on type in "Filter Rules" dialog

If I edit or create a new filter using the Modern theme, I am unable to change
the filter on dropdown.  If it is a new filter it will not change from
"Subject".  If it is an existing filter, it will stay whatever it is set as.  It
works correctly using Classic.
