Select a tar.gz file to download from any site and it will default to adding an
additional .tar to the end. (.tar.gz file becomes tqr.gz.tar)  This is not a
problem with *nix utilities that I have found, but windows utilities that rely
on file extensions fail unless the file is renamed.

Reproducible: Always

Steps to Reproduce:
1.Download a .tat.gz file from any site (apache.org. php.net, snort.org,
tightvnc.com, etc.)
2.Select to save the file
3.The saved file will default to ending in .tar.gz.tar

Actual Results:  
winzip and other windows nased tools fail due to an incorrect extension.

Expected Results:  
kept original file name as default.

I have downloaded from a wide varity of sources using both 1.2.1 and 1.3 on both
Windows 2000 Professional and Windows XP professional.
