Sort by custom order bookmarks

Expected results:

The "Sort by custom order" feature for bookmarks was added to Firefox Android several versions ago. However, after selecting "Sort by custom order," it still does not allow reordering bookmarks by long-press dragging. This is a basic and important feature that seems to have not yet been fully addressed. Please prioritize fixing this issue as soon as possible.

I understand that the "Sort by custom order bookmarks" is following your sorting option synced from your desktop Firefox.
What would you expect for long press this option?

Let's start experimenting with this by copying the implementation in the works for TabsTray and replacing the TabInteractionHandler with our own.

We can then potentially share learnings from adopting it to our usecase to generalize it more broadly and ensure the components stay in sync (if that makes sense)
