1980404 - Chatbot content should be available to WebExtensions

We've been approached by folks that create DLP extensions that the Chatbot can bypass their extensions.

If possible, we should load the ChatBot URLs the same way that sidebar extensions so that they can be inspected/modified by WebExtensions.

I'm honestly not sure what this entails, but I did verify that extensions that load web content in the sidebar are able to be intercepted by WebExtensions.

This is going to be import for enterprise and AI. It should be pretty straightforward to do.
