If a window loses focus while we're attempting to pin (e.g. tabbed away from, another window opened, etc.) attempts to use the pinning API fails. In practice this is only an issue when we need to create a start menu entry prior to pinning the application, as is the case for Taskbar Tabs.

This is expected system behavior, a fix here would consist of detected that pinning failed due to window focus loss, and re-attempting to pin when we regain window focus.
