1981147 - Bottom sheet trigger behavior update

Description

Acceptance Criteria

1. The bottom sheet will be first triggered on an app launch
   • We will not show the bottom sheet when Firefox is in full screen mode.
2. Never trigger the bottom sheet in a Custom Tab
3. If the bottom sheet is dismissed (see definition below), it will be retriggered in the following condition(s):
   • 5 days + app launch or app resume or land on homepage
   • When the RML is clicked or Dismiss occurs, the timer starts for 5 days

Dismissed is defined as:

1. Tapping the scrim
2. Swiping the sheet down using the sheet’s drag handle
3. Tapping the system back button
