1981197 - Tab group hover preview should have the correct positioning and hover state in vertical tab mode

1. In vertical mode, the panel appears right next to the right edge of the tab group label. It should open to the side of the sidebar so that it is in alignment with the tab hover preview panel.
2. The whole tab group area on the tab strip should have a hover state.
3. Moving the mouse between the hover area and the panel should allow the user to "make it" to the panel without it being closed on the way. If the mouse movement is a bit jittery, this should also not make it unnecessarily difficult to reach the panel.
