Once browser.download.enableDeletePrivate is set to true, the user will be prompted to set their preference to keep or delete files downloaded in private browsing mode after downloading a file. The user can also set the preference on about:settings. The feature patch has already landed with Bug 1790641, but needs the pref to be flipped here:

This patch prevents downloaded files from being deleted at the end of a private browsing session unless the user sets browser.download.deletePrivate to true.
[Suggested wording]:
When downloading a file in private browsing mode, the user will be prompted to chose whether they want to keep or delete files that are downloaded while in private browsing. This preference can also be set at about:settings.
