Preconditions

• Pref "browser.urlbar.trustPanel.featureGate" set to true.
• Only the "Tracking content" option is selected in about:preferences#privacy.

Steps to reproduce

1. Navigate to cnn.com.
2. Click on the unified shield icon.
3. Click on the "See All" button.

Expected result

• Only one border is displayed below the "Tracking protection for edition.cnn.com" text.

Actual result

• Two borders are displayed below "Tracking protection for edition.cnn.com" text.

Regression range

• Not a regression, as this is a new implementation of the Unified Trust Panel feature.

This was fixed as part of 1976113
