198172 - I set "background image" to relative location, when composer reopens page, location is static

I set the background image for my page to a relative location, then I save my
page and everything works fine (location still relative), but if I reopen the
page with composer and then save it again, the location is static.

Reproducible: Always

Steps to Reproduce:
1.set background image
2.save page
3.reopen page
4.look at background image settings

Actual Results:  
The background image turned from relative to a static location

Expected Results:  
The background image should've stayed relative

it's probably not at save-time that the absolute path gets
reinstated. 

when i choose a relative path, press ok, and opens the dlgbox,
the path is absolute again...
