Initial validation of this on Try is in: https://treeherder.mozilla.org/jobs?repo=try&revision=9eeb95ad291a5487084a5df49678ee948bc19657

Tasks payloads and labels are identical. There are minor changes to metadata that I don't think will affect anything.

This allows for tests to be split up across multiple kinds.

I should note that multiprocess taskgraph got backed out due to unfixable issues on Windows. I still think we should proceed with this for simplification reasons, and to set the stage for when we can parallelize kind generation (eg: with free threaded python).
