1982454 - adjust manifests (fuzzy/expected) for remaining wpt reftests on android 14

there are a 29 tests that fail perma or high frequency on the new android 14 emulator. These are not simple adjustments to existing conditions, but larger issues rendering wpt reftests.

I am filing this as a secondary bug to ensure that we get some eyes on this.
