1982947 - dom/base/test/test_lock_orientation_after_fullscreen.html fails on new android 14 emulator

on this try push, there are many failures, specifically this bug is to address test_lock_orientation_after_fullscreen.html which is intended to only run on android.

in this log, you can see the test just times out.

I intend to skip this test on the new android emulator in bug 1982943.

this isn't my test or component. it depends how much the team who owns this test things it is important on android emulator.
