Steps to reproduce:

Create a new event. Let's say it's for 10:00am-10:05am.
Add a reminder 0 minutes before event.
Wait until the event finishes. (10:06 or later)
Close Thunderbird without dismissing the reminder.
Reopen Thunderbird.

Actual results:

Reminder is gone.

Expected results:

Reminder should have reopened, because it hadn't been dismissed yet.

Note that if you happen to have Thunderbird closed from 10:00-10:06, once you reopen it, you will not get a reminder.

For this bug, tasks act like an event that lasts for 1 minute.

See bug 1934069. The default is now to not show reminder for missed events after the event past.
For the old behavior, you there's a setting "Show missed reminders
