1983912 - Add settings UIs to auto-collapse inactive tab groups

Implement UI control surface(s) to manage the pref from bug 1983868. There are 3 different UI control surfaces specced out, but not all of them need to be implemented. They are listed here in priority order.

This pref should be controllable as a "Manage tab group" menu toggle (see UX spec https://www.figma.com/design/f6J2lH6XDxLxyzOLr2E8oE/Tab-Grouping-Spec?node-id=20889-96518&t=9kJcbAvHSBQK4wKm-0)

Stretch goal: the pref should be controllable in the application settings (about:preferences) menu. (see UX spec https://www.figma.com/design/f6J2lH6XDxLxyzOLr2E8oE/Tab-Grouping-Spec?node-id=20958-21408&t=9kJcbAvHSBQK4wKm-0)

Stretch goal: the pref should be controllable in the tab overview menu/tab overflow menu (see UX spec https://www.figma.com/design/f6J2lH6XDxLxyzOLr2E8oE/Tab-Grouping-Spec?node-id=20931-23256&t=9kJcbAvHSBQK4wKm-0)
