Steps to reproduce:
Settings I have
sidebar.visibility set to "expand-on-hover"
sidebar.animation.enabled set to "false"
I tested the exact same settings in version 141.0 - same results and 140.0 - works correctly.

Actual results:
If I pass my cursor over the sidebar without stopping, it will expand and stay open. Moving left always leaves it expanded, moving right will only collapse if I move the cursor slowly.
And occasionally, the sidebar will stop expanding at all until I expand it with the toolbar icon.
Expected results:
Sidebar should only expand when I stop my cursor on it for a short time, and then collapse only after I move the cursor away from it.

The Bugbug bot thinks this bug should belong to the 'Firefox::Sidebar' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
