moz-phab version (from moz-phab version): MozPhab 1.5.1 (Python 3.12.1, Darwin)
Frequently Phabricator puts my patch as WIP despite specifying --no-wip. So I have to go to Phabricator and manually mark it as ready and edit the title to remove WIP: every time.
This happens intermittently. I can't explain the exact steps to reproduce but in this specific scenario, this was initially created as a draft, then I switched branches and later on used moz-phab patch D261157 to checkout this patch where I made further changes, amended the commit and used moz-phab submit --no-wip tp update the patch.

Looks like this has been resolved via bug 1887834 in newer versions of moz-phab. In 1.5.1 --no-wip is ignored if there are no reviewers, however the latest version always respects --no-wip. Please upgrade your moz-phab to the latest, and re-open if you're still having trouble. :)
