There are some concerns about test coverage / interop with the new combined navigate-javascript-url.html test. Bring back the old file.

Failed to create upstream wpt PR due to merge conflicts. This requires fixup from a wpt sync admin.

Apparently the WPT PR from bug 1981104 never actually landed in the upstream WPT repo and I just didn't realize that. I guess it might be easier to do this change upstream directly.
