Similar to bug 1717672, it'd be useful to have a static UUID for the built-in newtab addon. That'd go a long way towards making it possible to transition resource://newtab and chrome://newtab to moz-extension://.

If there is no data stored / associated with the extension origin right now, fixing the ID would be straightforward (see patch to bug 1717672).
The extension does not have web_accessible_resources in https://searchfox.org/firefox-main/rev/9d2be0cb8dbf1c3a7ef6ba79be35d637d0327eaa/browser/extensions/newtab/manifest.json , so the choice of UUID is not expected to be web-visible.
