Doubling the amount of tests causes backlogs.

We're in the process of moving to the android 14 emulator, but in the
mean time doubling the load by default causes extra CI load which
doesn't seem necessary.

Please make sure we have a follow-up for reverting this change once android 7 emulator jobs are turned off so we don't inadvertently render this preset useless.
