Steps to reproduce

  1. Go to settings and change address bar location to bottom
  2. Go to a site
  3. Open menu and expand "Extensions"

Expected behavior

System navigation background has the same color as the menu navigation based on the design

Actual behavior

The menu navigation background has a darker color than system navigation.

Only reproducible on Nightly and Debug because Bug 1978810 is only visible in Nightly and
Debug
