I've made sure that Mozilla is not set as the default mail application (in both
Mozilla and in Windows "Internet Programs" control panel).  Yet whenever I click
a link on a web page in Mozilla, it insists on using Mozilla Mail.

Doing Start->Run and typing in a mailto: however, opens up an Outlook compose
window as expected.

Reproducible: Always

Steps to Reproduce:
1. Make sure Mozilla Mail is not the default mail app
2. Surf to a web page with a mailto: link
3. click it

Actual Results:  
Mozilla COmpose window comes up

Expected Results:  
Outlook (or other mail app) compose window should've shown up instead
