Steps to reproduce

1. Disable Firefox notifications
2. Visit a website that prompts for web notifications
3. Opt-in

Expected behavior

Firefox re-prompts you for notification opt-in

Actual behavior

Nothing happens. User thinks they are opted-in to web notifications, but will never receive them since Firefox notifications are off.

Verified as fixed on the latest Firefox for Android Nightly 146.0a1 from 10/14 using a Samsung Galaxy S24 (Android 15), and Pixel 6 (Android 16).
