Make HandleDOMEvent create DOMEvent earlier

Details
We should make HandleDOMEvent create the DOMEvent non-lazily (as early as
possible). Not doing this causes a problem with retargeting (retargeting
currently uses the parent instead of the target if the DOMEvent does not yet
exist). Doing this also gets us closer to an eventual goal of not even passing
in an nsEvent--just pass in an nsIDOMEvent. And done right, it makes the method
less scary to look at.
This should not increase our pageload time or JS times because DOMEvents are
already arena-allocated.

Creating a DOMEvent earlier blocks the final proposed solution to bug 196755,
