As per the summary:
"Create Decrypted Copy In" fails to restore the subject of the message if the message wasn't previously viewed and still has "..." as subject.

Update: It works when decrypting from IMAP folder to IMAP folder, but not when decrypting from local folder to local folder. I didn't test the other two combinations.

Is it really new in version 140?

No, exists in 128. BTW, BMO is broken and all versions between 116 and 128 disappeared from the version pulldown.

I cannot reproduce, because:

If I have an encrypted message with subject shown as "..." in a local folder, and then I right-click on it, I don't even see the option to create a decrypted copy.

I have to click on it first, so Thunderbird learns that it is a decrypted message.

And after I do, the "created decrypted copy" command appears, and if I run it, and use another local folder as the target, the subject is there.

What am I missing?
