Steps to reproduce:
Initial Setup:
Layout from left to right: Tab A, Group 1, Tab B
Case 1:
Action: Drag Tab A from the tab list and drop it between Group 1 and Tab B.
Result: Tab A is unexpectedly grouped into Group 1.
Case 2:
Action: Drag Tab B from the tab list and drop it between Tab A and Group 1.
Result: Tab B is unexpectedly grouped into Group 1.
Actual results:
As mentioned above.
Expected results:
The dragged tab should not be grouped unless there is a clear visual cue indicating it will be.

I was able to reproduce case1 on Win11x64 using FF build 144.0a1(20250911162114) using steps from description. Case 2 is not always reproducing for me, most probably it depends were the tab is dragged.
Marking issue as new for engineering input. Thank you.
