Steps to reproduce:
- Drag a tab from the tab list.
- Move toward an open tab group on the tab strip, which is positioned after the dragged tab.
- Drop it before the first tab in the group.
Actual results:
The tab is placed as the second tab in the group.
Expected results:
The dragged tab should be inserted as the first tab in the group.

I was able to reproduce the issue on Win11x64 using FF build 144.0a1(20250911162114) only if the dragged tab is listed before the group (as in description).
Marking issue as new for engineering input. Thank you.
