1988756 - Cannot scroll tab strip while tab group hover preview is open

Nightly 144.0a1 (2025-09-11)

Reproducible in both horizontal and vertical tab strip

1. Create a tab group and collapse it
2. Create new tabs until the tab strip is overflowing
3. Mouse over the collapsed tab group label to engage the tab group hover preview panel
4. Scroll the mouse wheel

Actual results: The tab strip does not scroll

Expected results: Like the tab hover preview, the tab strip should scroll and the tab group hover preview panel should close
