Implement behind a runtime flag which is off by default.

The overflow-clip removed from vertical-aligned-table-cell.html was not
a necessary part of that test and exposed a bug (issue 445481932) where
an anchor-positioned element against an anchor clipped by a table-cell
is incorrectly not rendered.
