1989842 - Use quinn-udp instead of NSPR for QUIC I/O on Desktop

The Fast UDP for Firefox 100% release rollout has started. This can now be reflected in the StaticPrefList.yaml network.http.http3.use_nspr_for_io default setting on Firefox Desktop.

Due to Bug 1987256, enabling on Desktop only for now, giving more time to debug Bug 1987256 on Android.

Will be enabled on all channels (including Android) with Bug 1987114.
