We tried verifying the fix on the latest Firefox Nightly (148.0a1) build but the behavior is the same on both the latest nightly and the affected builds. The search box can still be added in the overflow menu but it’s not functional.

Could you please clarify exactly what the current behavior is supposed to be and how we can verify this fix?

In this bug we've prevented the search bar from automatically moving into the overflow panel in small windows. This is only a stopgap solution. Bug 2006023 covers making the search bar functional in the overflow panel.
