Help says (step 6 of creating a filter)
# Use the drop-down lists to choose the search criteria (for example, "Subject,"
"Sender," "contains," "doesn't contain") and then type the text or phrase you
want to match.

There is no drop-down list.  Clicking "More" enables the "Fewer" button, but
there is simply no place to specify any sort of rule.  It is possible to specify
the action to be taken, but that's not much help.

Reproducible: Always

Steps to Reproduce:
1.  Open Mozilla
2.  Window | Mail & Newsgroups
3.  Tools | Message Filters
4.  Click New...

Actual Results:  
The Filter Rules Dialog box appeared.  Nowhere in that dialog is there a place
to enter the rule definition.   See picture of dialog before and after clicking
"More" at http://users.drew.edu/skass/images/MozRule.gif

Expected Results:  
Allow a rule to be defined.
I'm seeing the exact same thing. After upgrading from Mozilla 1.2.1 I have been
unable to change my filters. Eradicating the filters in ImapMail/<host>/ has
been completely ineffective.

Try resizing the window. This too small default size (when upgrading from an
older build) has been fixed in 1.4a.
