Steps to reproduce:

1. Load a PDF
2. Add a lot of comments.
3. Open the sidebar comments and observe the order.

Expected result:
Per the Figma design specifications, the sidebar comments should appear in chronological order(newest to oldest).

Actual result:
The sidebar comments are not displayed in chronological order. Please see the screenshot(the first two comments are not presented in chronological order).

Regression range:
This is not a regression; it is a bug related to the new implementation of the PDF comments.

Verified as fixed in Nightly 145.0a1(2025-10-06) using MacOS 13.2.1, Windows 10, and Ubuntu 24.10. The sidebar comments are displayed in a chronological order(newest to oldest).
