Extracted from bug 1986589. I suspect this is a Windows bug, since we shouldn't be able to create ghost icons even if we wanted to (and we don't!).
I've attached a screenshot from when I reproduced it—Firefox Nightly is not running, but it has a couple of taskbar items on the second display. Clicking them when Nightly isn't running would start nightly, and they'd do nothing if Nightly is open.

To reproduce:
- In Windows' Settings app, ensure 'Show my taskbar on all displays' is off.
- Set 'Combine taskbar buttons and hide labels on other taskbars' to 'Never'. (I think this is optional, but it makes the effect easy to see.)
- Start Firefox.
- Within Firefox, go to
about:preferencesand enable 'Show tab previews in the Windows taskbar' under 'Tabs'. - Move Firefox onto the second display if it isn't there already.
- In Windows' Settings app, toggle 'Show my taskbar on all displays' on and off.
- Notice extra 'ghost' icons on the taskbar.
- Close all Firefox windows.
- Notice the ghost icons on the taskbar remain.
- Restart Windows Explorer with Task Manager; the icons will disappear.
Given this happens even after Firefox exits, that restarting Explorer fixes it, and that the two monitors disagree, I'm pretty sure this is an Explorer bug. Planning to send to Microsoft once I've checked these instructions actually reproduce it (went off of memory here), ni?me to remind.
